BAKEL Au nom du fleuve

L’eau, cette ressource vitale, résume l’histoire de Bakel fondée par des descendants de Bourba Birame Ndiémé Coumba Ndiaye, déchus de leur trône, qui auraient noué une alliance avec les Bathily de Touabou. L’arrivée des colons et l’installation d’un comptoir commercial donneront à la ville une position stratégique. 

Maurel et Prom, Chavanel, Peyrissac, Devès et Chaumet, Cfao, Vezia… Les commerces étaient nombreux et florissants dans le Bakel colonial. Certains emplacements sont encore localisés comme la Maison Chavanel, accolée à la mairie ou le Groupe Cfao, sis à la Place de l’indépendance de la ville. Ils tenaient et vivaient du trafic fluvial très dynamique le long du fleuve. Leur ravitaillement s’effectuait par des cargos qui quittaient principalement Bordeaux et étaient chargés de riz, d’huile, de pétrole, de tissus, de vélos, de pièces de rechange, de lampes, de sucre, de thé, de tabac, de cigarettes, de chaussures… Même si la ville ne disposait pas de quai, des rôniers étaient mis à profit pour le débarquement des navires qui s’arrêtaient à Saint-Louis, Podor, Matam, Bakel et Kayes. Dans chacune de ces villes, les commandes étaient livrées aux propriétaires.

Une fois vides, les bateaux se chargeaient, depuis Kayes, pour retourner en métropole via Saint-Louis. Ils étaient chargés de peaux d’animaux, de gomme arabique, de coton… Dans la ville de Bakel, les colons se ravitaillaient principalement en arachides et en gomme arabique.

L’histoire de la ville nous est contée par le vieux Cheikh Sidaty dit Boubou Ndiaye trouvé dans sa concession à Bakel, le jeudi 30 juillet 2026. Sous le poids de l’âge – il fêtera ses 82 ans le 20 octobre prochain – il reste lucide, alerte et surtout passionné de l’histoire de sa ville. L’ancien militaire de la Marine nationale (15 ans de service dont 11 ans et 3 mois en mer) qui, après sa retraite, a bourlingué dans la marine marchande au Sénégal et à l’étranger, parle avec assurance.

Il est aujourd’hui l’un des gardiens du temple et sa voix est écoutée. Aussi pour parler de l’histoire de la ville, les habitants orientent très souvent vers sa personne. Également membre éminent de l’Association pour la revalorisation de la culture dans le département de Bakel, Boubou Ndiaye milite pour la préservation des valeurs locales.

Une histoire qui remonte avant 1600

Ainsi, en l’absence de routes à l’époque, le fleuve était le moyen de communication et d’échanges. Le transport fluvial se faisait également entre Bakel et Kidira et Bakel-Matam. Il était assuré par un libanais du nom de Mouhamed Cheytou qui disposait d’un grand chaland tracté par une petite vedette, révèle l’ancien sous-officier de la Marine.

Le fleuve était navigable avec une « bonne profondeur » qu’essaie de « restaurer le barrage », mais aussi « très poissonneux », souligne-t-il, lui qui raconte avoir navigué à deux reprises le long du fleuve Sénégal en tant que marin avec le Patrouilleur « Sénégal », le premier de la Marine nationale en 1965. Il a parcouru ce fleuve donc de Saint-Louis à Kayes en passant par Podor, Matam et Bakel.

Le fleuve a ainsi joué un rôle de premier plan dans la création, l’essor et le développement de la ville de Bakel, selon Boubou Ndiaye. Le déclin de la ville commence néanmoins vers 1958 avec le désengagement des Français qui n’assurent plus le ravitaillement, ferment leurs magasins et vendent leurs maisons de commerce.

Ils seront suppléés par les Maures de la Mauritanie voisine qui bientôt ouvrent et tiennent boutiques. Ce n’est qu’à la survenue des événements sénégalo-mauritaniens de 1989 que les Baol-Baol viennent investir dans la ville entourée de collines et devenue très cosmopolite.

L’histoire de la création de la ville de Bakel, qui remonte avant 1600 selon de nombreux témoignages, ramène aux mouvements migratoires des populations. Mais encore à l’eau ou le fleuve.

Ce flux migratoire résulte de la régence du royaume de Djolof à la mort du Bourba Birame Ndiémé Coumba Ndiaye qui laisse des enfants mineurs. C’est donc son jeune frère Alboury Saca Ndao qui hérite du trône pour sept ans en attendant que ses jeunes neveux puissent grandir, s’aguerrir et s’assagir.

Refusant de rétrocéder le pouvoir comme convenu à ses neveux, Alboury Saca Ndao les voit s’exiler. Si d’aucuns assurent qu’ils étaient dans une logique d’aller s’armer pour revenir faire face à l’oncle, l’aîné des héritiers aurait dit qu’il ne lui réclamerait pas le trône.

Ce dernier, Lat Samba Boury Guélél, accompagné de ses frères, Guirane Boury Guéléne Ndiaye, Tassé Boury et Senghane Kobor (leur demi-frère) prennent la route du Ferlo, traversent le Fouta avant d’arriver à Bakel. Un de leurs cousins s’arrête et s’établit à Mboumba dans le Fouta.

Les quatre frères continuent leur route avec leur suite avant de buter sur le fleuve Sénégal. C’est d’ailleurs en descendant de leurs cheveux que l’un de leurs griots, Thioussa Diop, pour magnifier leur lignée royale s’exclame « Barkelène bourbi ! » (honorez le roi !). C’est de là que serait venu le nom de Bakel.

Décidés à s’installer, les héritiers du Bourba, déchus de leur trône, se rendent compte de l’étendue des eaux constituées, au-delà du fleuve, de mares qui vont jusqu’à Diawara. Ce sont les mares de Mani Diéry, Mani Walo, Bassam et Lothiandé.

Peu de temps après leur campement, ils rencontrent les populations soninkés de Tuabou. Ces derniers leur somment de quitter leurs terres. Ne comprenant ni le soninké, ni le bambara, les héritiers wolofs assurent avoir trouvé des « terres vierges n’appartenant à personne » et qu’ils ne vont pas quitter.

Ils refusent également de payer la taxe annuelle due au grand Tunka (roi) installée au bord de la Falémé. Ils inspirent donc les habitants de Tuabou (les Bathily) avec qui ils forment une coalition pour ne plus payer l’impôt au Tunka.

C’est alors que le Tunka de Tuabou, qui dépendait du grand Tunka, récompense les Ndiaye et leur offre des étendues de terres sur lesquelles ils peuvent habiter et cultiver.

L’histoire raconte que Lat Samba et Senghane sont partis créer le village de Moudéry tandis que Guirane est reparti au Djolof et battra son oncle pour reprendre la royauté. La trace de Tassé semble elle perdue. D’autres encore ont migré vers la Mauritanie et le Mali (Guidimakha), assure encore Boubou Ndiaye, lui-même descendant de cette lignée.

L’« historien » rappelle que les héritiers du Djolof étaient venus jeunes et célibataires. C’est donc naturellement qu’ils ont pris des épouses chez les Bathily de Tuabou.

Alliance avec les Bathily de Tuabou

Onze familles Ndiaye sont encore présentes dans la ville de Bakel. Tous des cousins. Elles dirigent encore les conseils de village. Elles sont presque toutes devenues des Soninkés à l’exception de la famille griotte de Thioussa Diop qui tient à parler, dans son enceinte, son wolof d’origine.

Bakel occupera donc une importante place dans l’histoire coloniale. Les Français y viennent, selon des sources, pour la première fois en 1817 et y rencontrent le chef du Tuabou et de Sénédébou.

Les Bathily et les Sy (de Sénédébou) réclament aux colons de l’argent et des fusils ; une demande qui sera satisfaite une année plus tard. Mais aussi matérialisée par la signature d’un accord de siège avec le Tunka.

Faidherbe, venu en tant que capitaine pour la première fois, fera construire un fort en 1837 en terre battue. Le grand Fort de Bakel sera bâti en 1852. Tout comme d’autres ont été construits dans la même période à Sénédébou et à Médine.

La venue des militaires français a été symbolisée par les batailles de 1886-1887. Des militaires français sont inhumés dans un cimetière qui leur est dédié dans la ville.

Ville escale, renvoyant à l’esclavage selon le vieux marin devenu historien, Bakel était un lieu de rassemblement d’esclaves qui devaient être d’abord acheminés à Saint-Louis.

Aussi, fait-il rappeler, qu’avant la création de l’Afrique occidentale française (Aof) en 1895, il y eut un premier découpage de l’Afrique francophone en trois arrondissements en 1892. La ville de Bakel était le chef-lieu d’arrondissement de la partie allant de la grande mosquée de Dagana au Nioro du Sahel.
